काठमाडौँ, २३ साउन । संयुक्त लोकतान्त्रिक मधेसी मोर्चाले उठाएका मागलाई सम्बोधन गर्ने क्रममा सरकारको पछिल्लो निर्णयले निकै ठूलो आशा पलाएको छ । नेपालको संविधानका केही अन्तर्वस्तुप्रति असहमति जनाउँदै मोर्चाले १० महिनादेखि आन्दोलन गरिरहेको छ । मधेसकेन्द्रित राजनीतिक दलका नेताहरुले आफूहरुले दिएकै सुझावका आधारमा सरकारले पछिल्लो निर्णय गरेर वातावरणलाई सहज तुल्याएको प्रतिक्रिया दिएका छन् । सो क्रममा मोर्चासँग आबद्ध राजनीतिक दलले लामो समयसम्म सडक आन्दोलन चलाउनाका साथै पछिल्लो समय सदन मार्फत आफ्नो माग स्थापित गराउन प्रयास गरिरहेका छन् । मोर्चाले खासगरी प्रदेशको सीमाङकन, भाषा, नागरिकता, जनसङ्ख्याका आधारमा प्रतिनिधित्वको सुनिश्चितता, समानुपातिक समावेशी सिद्धान्त र न्यायालयसँग सम्बन्धित विषयमा फरक धारणा प्रस्तुत गर्दै आएको छ ।

रासससँग कुराकानी गर्दै सद्भावना पार्टीका सहअध्यक्ष लक्ष्मणलाल कर्णले मधेसले उठाएका मागलाई सबैले बुझे पनि हालसम्म बेवास्ता गरिएकाले समस्या सुल्झन नसकिरहेकामा वर्तमान सरकार गठन हुनासाथ वार्ताको वातावरण बनाउन केही माग सम्बोधन हुनाले आशा बढेको छ भन्नुभयो । सरकारले मधेस आन्दोलनका क्रममा मारिएका प्रतिव्यक्तिका परिवारलाई रु १० लाख र घाइतेको खर्च उपलब्ध गराउने तथा मुद्दा फिर्ता गर्ने लगायत विषय तत्कालै अघि बढाउने घोषणा गरेको छ ।

नेकपा (माओवादी केन्द्र)का सांसद कमला दोङले नागरिकताको विषय बाहेक मोर्चाले उठाएका कतिपय माग जायज भएकाले सम्बोधन गर्नाको विकल्प छैन भन्नुभयो । उहाँले भन्नुभयो– “जनसङ्ख्याको आधारमा प्रतिनिधित्व, प्रदेशको सीमाङ्कनमा सुधार तथा भाषाको मुद्दालाई सम्बोधन गर्नुपर्छ भन्नेमा मेरो पनि मत रहेको छ ।” सङ्घीय सद्भावना पार्टीका अध्यक्ष अनिलकुमार झाले आफूहरुले सरकारको निर्णयलाई सकारात्मक रुपमा लिएको बताउनुभयो । उहाँले भन्नुभयो–“मोर्चाले दिएको सुझावको धरातलमा टेकेर सरकारले मधेसका मुद्दालाई सम्बोधन गर्ने कार्यको सुरुआत गरेको छ, त्यो निर्णयबाट हाम्रा माग सम्बोधन हुनेमा आशा र विश्वास जगाएको छ ।

वरिष्ठ पत्रकार राजेश्वर नेपाली भन्नुहुन्छ, “राजनीतिक दल र सरकारबीच भएका सम्झौता कार्यान्वयन हुनुपर्छ, समस्या बल्झाउनेतिर होइन, सुल्झाउनेतिर सबैको प्रयास हुन आवश्यक छ, मधेसले उठाएको मुद्दा कुनै राजनीतिक दल विशेषको नभएर समग्र मुलुकै समस्या हो ।” मुलुकका प्रमुख ती राजनीतिक दल मिलेरै अघि बढ्नुपर्ने अन्यथा संविधान कार्यान्वयन र मुलुकलाई समृद्धितर्फ लैजान निकै कठिन हुने बताउँदै उहाँले सरकारले मधेसको समस्या सुल्झाउने सोचका साथ एउटा वातावरण निर्माण गर्न गरेको र यसबाट समाधान निस्कन्छ भनेर आशा गर्न सकिने बताउनुभयो ।

विश्लेषक एवम् पत्रकार चन्द्रकिशोर झा बताउनुहुन्छ– “मधेसका मुद्दालाई कार्यकारीका तर्फबाट सम्बोधन गर्न सकिनेसम्मका मुद्दालाई कार्यान्वयनमा लैजान अभिव्यक्ति र व्यवहारलाई जोड्नुपर्ने आवश्यकता छ । ” प्रमुख राजनीतिक दलकै मधेसमा आधार बलियो रहेको कुरा व्यवस्थापिका–संसद्मा रहेको प्रतिनिधित्वले पुष्टि गरेको हँुदा मधेसका मागलाई समयमा सम्बोधन गर्न सकिएन भने भोलिको निर्वाचनमा मत परिणाम गुम्न सक्छ भन्ने पक्षमा सरकार र प्रमुख दलहरु विशेष रुपमा सचेत हुन आवश्यक रहेको विश्लेषक झा भन्नुहुन्छ । उहाँ भन्नुहुन्छ– “मधेसका सवाललाई पहाडका क्षेत्रमा जनमत बनाउने काम गरिनुपर्छ, जसले लोकतन्त्र र राष्ट्रियतालाई बलियो बनाउन सकोस्, सरकारको पछिल्लो निर्णयले मोर्चाको आन्दोलनलाई स्विकारेको सङ्केत गरेकाले समस्या सुल्झनेछ भन्ने कुरामा शङ्काको लाभ दिने अवस्था देखिएको छ ।”

Leader of Samyukta Loktantrik Madhesi Morcha and Sadbhawana Party Chairman Rajendra Mahato has been injured in police protester clash at Rani Bhansar of Biratnagar. On Saturday Rajendra Mahato and cadres from agitating Samyukta Loktantrik Madhesi Morcha went to Rani Bhansar to

 block the transportation like in the Birgung Custom. Police tried to remove them and clash erupted between police and protesters. Morcha cadres threw stones and rods whereas police used baton and tear gas, Rajendra Mahato got injured in the clash.Mahato was taken to Jogbani escorted by his cadres. He suffered head and leg injury. Mahato and other injured protesters are brought to Golden hospital Biratnagar later and they are getting treatment now. SSB force of India also chased the protesters from the Indian side who ran towards India after Nepal police removed them from custom. Now the border is open and peaceful.

Anna Stirr is Assistant Professor of Asian Studies at the University of Hawaii-Manoa. She holds a BA in music and religious studies from Lawrence University in Wisconsin, and an MA, MPhil, and PhD in ethnomusicology from Columbia University. Prior to joining the UH faculty she held postdoctoral positions in ethnomusicology and anthropology at Oxford University, and in Asian Studies at Leiden University. As a teacher, Anna is excited to introduce students to the diverse worlds of Asian performing arts, and to broader themes in Asian cultures and history, from various perspectives in the social sciences and humanities.

Anna’s research focuses on South Asia, particularly on Nepal and the Himalayan region. She is currently working on two projects that deal with love, intimacy, and politics in Nepal. The first looks at improvised dohori question-answer songs as culturally intimate, gendered expressions of ideas of nation, belonging, and heritage, within a cycle of migration and media circulation that spans the globe. The second chronicles the history of Nepal’s politically oppositional “progressive song” from the 1960s to the present, with a focus on ideas of love, development, and communist thought as interrelated ways of imagining a better future. Articles from these projects have appeared in various journals and edited volumes. Anna also maintains active research interests in the relationship between music, religion, politics and public culture in South Asia and the Himalayas.

Along with teaching and researching about music, Anna is also active as a performer. After a bachelor’s degree in western classical flute performance, she has studied Hindustani classical bansuri flute with Steve Gorn and Jeevan Ale, and has learned the folk style of bansuri performance through musical interaction with many Nepali performers during her fieldwork. As a singer, she has studied the Hindustani classical tradition with Prabhu Raj Dhakal in Nepal and Ustad Mehboob Nadeem in London, and she learned Nepali folk and dohori song as she learned the flute styles, in the informal oral tradition. She also studied the madal drum more formally with Khadka Bahadur Budha Magar. She is working on compiling and translating the Nepali folk music teaching materials created by her teachers as well as the late musicologist Subi Shah.
